Ambassador Steers reached the
pinnacle of his foreign service career in 1980 when he was appointed by
the Prime Minister to be Canada's ambassador to Japan. Ambassador Steers
held this post for 8 years at a time when there was much development of
Canada-Japan relations. Many people who laud the current state of good
relations between Canada and Japan, and note the large number of Japanese
companies operating in Canada, and the wide variety of Canadian business
in Tokyo, point to the groundwork laid by Ambassador Steers and his team
in the 1980's.
